Emergency Operations Plan

The 2024 City of Albany Emergency Operations Plan (EOP) serves as a comprehensive, all-hazards framework designed to manage incidents, disasters, and emergencies affecting the City. This plan integrates federal, state, and local response systems, ensuring a coordinated and effective approach to emergency preparedness, response, and recovery. Developed in collaboration with local government agencies, community organizations, and first responders, the EOP aligns with California’s Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS) to enhance disaster resilience. The plan outlines roles, responsibilities, and strategies for protecting residents, businesses, and infrastructure during a crisis.

A key component of the EOP is its incident response and coordination structure. It establishes an Incident Command System (ICS) to facilitate field-level operations and ensure seamless communication between emergency responders, the City’s Emergency Operations Center (EOC), and regional partners. The plan includes protocols for mutual aid, disaster recovery, and hazard mitigation, addressing risks such as earthquakes, severe weather, public health emergencies, and technological hazards. In addition, the EOP outlines procedures for evacuation, shelter operations, and public alert systems to keep the community informed and safe during emergencies.

To maintain readiness, the EOP undergoes regular updates, training, and exercises. City staff, emergency personnel, and community volunteers participate in drills, tabletop exercises, and functional simulations to test and improve emergency response capabilities.
