Employee Benefits
The City of Albany offers Medical, Vision, Dental, Group Life/ Accidental Death and Dismemberment, and Disability Insurance to full-time employees and their eligible dependents. The City also offers Flexible Spending Account (FSA) for health care or child care expenses and Employee Assistant Program (EAP) Services and Wellness Resources.
When enrolling dependents, appropriate documentation and/or proof of dependent status is required and will be requested by Human Resources. Accepted forms or proof include Marriage and Birth Certificates, Tax Returns, Local City Government or State Issued Declaration of Domestic Partnership, Adoption Certificate or Proof of Legal Guardianship.
The following dependents are eligible:
- Your eligible dependents include your legal spouse, registered domestic partner, and children up to age 26.
- Children include your natural children and/or legally adopted children.
Health Plans
The City offers comprehensive medical plans for employees and their families. Our Health Plans fall into two categories: HMO and PPO.
Medical Benefits
The City provide medical insurance through the Public Employee's Medical and Hospital Care Act (PEMHCA) and contributes the entire premium for the Kaiser Bay Area plan or can be applied toward another health plan offered through PEMHCA.
Albany Employees have access to comprehensive medical plans for self and their family. Our Health Plans fall into two categories: HMO Plans such as Kaiser, BlueShield, Anthem, and PPO Plans such as PERS Platinum or Gold. For health plan summary benefits, visit CalPERS.
Dental Benefits
The City of Albany offers and pays the full Dental premium rate for employees and their family. The employee dental plan is administered by Delta Dental. Visit the Delta Dental website for more information.
Vision Benefits

Retirement
The City of Albany pays into the California Public Employees’ Retirement System (CalPERS). All full-time and permanent part-time employees must make retirement contributions through bi-weekly payroll deductions. Rates of contributions are based on the employees’ represented unit.
Retirement benefit amounts are calculated using the employee’s service credit, benefit factor and final compensation.
The current retirement formulas for miscellaneous (non-sworn) employees are:

(Classic Members - hired on or after July 26, 2011) Classic Formula 2% @ age 60; final compensation will be based on the highest 3-year average salary.

(PEPRA – new hires on or after January 1, 2013) New Member Formula 2% @ age 62; final compensation will be based on the highest 3-year average salary.
The current retirement formulas for miscellaneous (sworn) employees are:
- Classic Members Formula 3% @ age 55; final compensation will be based on single highest year compensation.
- (PEPRA – new hires as of January 1, 2013): New Formula 2.7% @ age 57; final compensation will be based on the highest 3 year average compensation.*

457 Deferred Compensation Plan
Full-time employees can elect to participate in a voluntary 457 (b) retirement plan or a Roth IRA through MissionSquare. The 457(b) reduces the employee’s taxable income while providing savings for retirement. The benefits of a Roth IRA are that your contributions can grow tax-free and you can generally make withdrawals tax-and penalty-free after you reach age 59 ½. An employee can contribute as little as $10 per pay period up to the maximum IRS allowable limit per plan year. The City does not contribute or match the employee’s contribution to either a 457 (b) plan or a Roth IRA.
Management and Confidential Employees Benefit
This booklet includes a summary benefits for all management and confidential employees of the City of Albany (“City”). Management and confidential employees include the City Manager, Assistant City Manager, Fire and Police Chiefs, Department Heads, Department Managers and Supervisors, and all positions as designated by the City Manager/Executive Director or his/her designee.
