The Finance Department monitors the fiscal operations of the City of Albany. This includes accounts payable, accounts receivable, payroll, business licenses, permits, and other business and residential transactions. The Department compiles financial reports - income statements, balance sheets, trial balances and other general ledger functions, and compiles and reconciles general fixed assets.

The Department also addresses the long-term financial operations of the City by developing revenue and expenditure forecasts, midyear budget review and revisions, cost analyses of labor contracts, general budgetary oversight and control, grant funding, debt issuance, and fiscal administration of the Albany Public Facilities Financing Authority, along with capital improvement projects such as lighting and landscaping, streets, sewer and capital facilities.

Beginning May 20, 2024, fees charged by credit card companies for processing will be passed through to the customer. For Finance Department transactions, all credit card charges of $63.29 and less will incur a flat-rate service fee of $2.50. A service fee of 3.95% will apply to amounts of $63.30 or more.
